Philip “Phil” Sage is a seasoned leader in AI, autonomy, and national security technologies. He currently serves at Johns Hopkins University Applied Physics Lab (APL), helping lead the Lab’s Autonomy and AI initiatives within the QAT sector. This includes work with SOCOM on interoperable architectures for uncrewed systems and machine learning competency.
Through the Intergovernmental Personnel Act (IPA), Phil was Director of the Analytics Technology Office at the National Geospatial-Intelligence Agency (NGA), starting this office for NGA Research. He oversaw advanced research in image and video analytics, GEOINT forensics, and predictive analytics. His extensive government experience also includes key roles at DARPA, IARPA, and Project Maven, where he led efforts in machine learning, cyber defense, and emerging technology development.
Phil has served as Chief of Staff at DARPA’s Strategic Technology Office and led numerous high-impact programs in cybersecurity, sensor analytics, and AI-driven threat detection. He holds an MS in Information Systems and Electrical Engineering and a BS in Electrical and Computer Engineering from George Mason University.
