Topic: NSWCDD Technical Excellence Framework (TEF)
NSWCDD develops products and systems for hundreds of complex mission critical naval warfare programs that significantly contribute to the defense of the nation and the safety of our warfighters. It is therefore imperative that Dahlgren Division institutionalize technical excellence, rigor and discipline in order to consistently and efficiently develop safe, secure, reliable, maintainable, and high-quality products and systems. This presentation introduces the NSWCDD Technical Excellence Framework (TEF), which is composed of the following four key activities:
- Define best practice based project management and reporting requirements.
- Train the workforce on these best practice requirements.
- Execute all projects in accordance with the best practices requirements.
- Utilize metrics to continuously assess and improve processes, products and the TEF.
Speaker BIO:
Mr. Heil’s current primary responsibility is to lead institutionalization and continuous improvement of the technical excellence, rigor and discipline associated with warfare systems program/project management and technical execution.
Mr. Heil has over 34 years of applied system and software engineering leadership at the Naval Surface Warfare Center Dahlgren Division (NSWCDD). Mr. Heil spent 20 years as the lead of the integrated government and industry software development team for the Tomahawk Weapon Control System Program.
