Speaker's Bio: 

Steven Brand

Steven Brand serves as the Deputy Chief Information Officer for Resource Management, Office of the Chief Information Officer (OCIO). In this capacity, he provides executive oversight and customer-focused strategic guidance for human capital and administrative management; financial management, budget formulation and internal controls; and acquisition management. Via collaboration across the enterprise, Steven leads the alignment of these functions and activities with OCIO and Departmental priorities, for effective and efficient mission execution.

Earning PMP certification in 2009, Steven served in multiple project management roles, while on active duty at the United States Marine Corps Systems Command (MARCORSYSCOM), in Quantico. In his first tour at MARCORSYSCOM, he was a project manager in PM Tanks, leading project teams through the DoD acquisition process, for tank track systems, tank ammunition, and a joint Marine Corps and US Army program, to acquire infrared driving devices for armored vehicles—the AN/VAS-5B(V) Driver's Vision Enhancer (DVE). In a later tour, Steven served as a project team lead for PM Air Defense Weapons Systems, leading projects to enhance the C4 systems for Low Altitude Air Defense Battalions, while also leading projects to maintain, enhance, and replace the Stinger Missile System.

Prior to assuming his current position, Steven served in a number of roles at the Internal Revenue Service, to include serving as Director, Office of Information Technology Acquisition, leading the efficient execution of nearly 7,000 contract actions, worth nearly $2B annually.

Steven, retired from the USMC, holds a Master of Computer Science degree, from the Naval Postgraduate School. He also earned a Bachelor of Science, in Human Resources, and BA, in Political Science from The Ohio State University.
